Upgrade MySQL to 5.7

Hi @team.

We again need to adjust the size of the buffer pool of our shared MySQL cluster to reduce memory consumption. This means downtime for all dependent services.

However, since the Koa release, the officially supported MySQL version is 5.7. Moreover, HMS is known to use 5.7 with Juniper for a long time without any issues.

So, @adolfo and @giovannicimolin proposed to prioritize the upgrade instead.

In addition to resolution of memory consumption issues, we will be safe from unexpected breakage of periodic build instances and PR sandboxes due to incompatible 5.7-specific changes in Open edX.

Does anyone have concerns?

No concerns from me. Let me know if you need any help contacting our Self-hosted clients to alert them to the downtime.
